Google Play Developer account is necessary for publishing apps on Google Play store. Google Play Developer account based on regular Google account with Gmail. You can register only one Google Play Developer account for one Gmail account.

How to check if I created a Google Developer account?
To check if you register a Google Play Developer account go to this link: https://play.google.com/apps/publish/
If you can log in and can see the dashboard - then you succeed, you have a Developer account and you can publish your apps.
If you see this one:
It means that you had created only a regular Google account and still need to create a Developer account.
But if you see this screen:
It means that you had a Developer account but it has been terminated by Google Play before. And you can’t restore it. You have to register a new Gmail account and then a new Google Play Developer account.
