To check if you register a Google Play Developer account go to this link: https://play.google.com/apps/publish/
If you can log in and can see the dashboard - then you succeed, you have a Developer account and you can publish your apps.
If you see this one:
It means that you had created only a regular Google account and still need to create a Developer account.
But if you see this screen:
It means that you had a Developer account but it has been banned by Google Play before. And you can’t restore it. You have to register a new Gmail account and then a new Google Play Developer account.
